4.0 Gems System Debates

I do not believe implementing t2 gems with no changes as the live 4.0 did would be a good idea. Given that they can be upgraded to t3 a patch later it is obvious that we will be unable to gem effectively for ~4months (given the last patch was in February), especially if there is no changes to keep old gems in. I would not implement them in this way.
 
All the changes related to the gems have already been confirmed on our side. You'll see all the details very soon.
