In what part of your quote does it say anything to do with Hiram gear.
That is a conference for 3.5 where they recommend new players to go the crafted route of gear to catch up to obsidian users.
In no part of it do they call the crafted line catch up gear. They just say its a better way to catch up over obsidian because of better regrade rates.

If u read the Q&A you will see that before thay had plans to release a T8 obsidian gear that players dind't want because it was a game breaker, and hiram come for replace obsidian gear... But if u want to have reason, then ok it's not a catch up gear for new players, even with XLgames developers talking about that, what more can i say? :)

If you want the quote it is "We have no such plans. This reflects up to Winter 2018. (So the earliest you might see Obsidian T8 is January, 2019) "
So they have no said it is game breaking. Nor have they mentioned any hint towards a new gear replacement

Servers gave out starting sets of gear on legacy servers almost every patch.

Yes they did....to new players and return players that stop played the game, which was my case, 3 complete sets of hiram because i returned after 2 years. I dont get it what is the problem to say it is catch up gear, devs say it in a past conference from that one, obsidian was the route for new players catch up old players in terms of gear, tha quote shows that they said before it was catch up gear, and they just say that in 3.5 was better to craft delphinad/ayanad gear due to the new regrading system where Obsidian items have lower success chances that crafted items.

The Devs have never once declared any gear in Archeage catchup gear.
They have only said one gear is an easier way to progress/faster way.
You are misinterpreting faster as this must be catch up gear then. A gear that is a better way to catch up to others does not in turn make that catchup gear. If we were to go by that distinction Ayanad and erenors are catchup gear to Obsidian T6 and T7 in 3.5.

The quote says that crafted gear is a better way for new players because of the increased regrade chances on crafted gear.

The free gear you are provided is a starting to set to catch you up. Like our support pack. That in turn does not mean that the gear from the packs sole purpose is catch up gear.
 
So you essentially want specific items to skyrocket in price?
Having land- Planting mats -crafting trade packs and materials needed for the gear that people wear is what makes this game different than any other game , without it it will be no different than Villagers and Heroes ( in regard of land ownership importance ) for the player ,not to mention that there are sooo many pvp mmos that are wayy more entertaining, the BIG difference that Arche Age gives to the public is the sandbox element u remove it from Arche Age = Arche Age becomes any other AVERAGE game
 
He doesn't but if you keep infusion as live most alchemy materials from trade and farming will become inventory trash which in turn will murder ocean PVP, remember we don't have the charcoal recipes changes from live(that were atrocious so that is a good thing) but combined with hiram will basically kill any need for charcoal and dragon essences.

Now maybe tier 3 alchemy mats may be overkill but maybe can be done by steps like up to rare tier 1 mats, up to unique tier 2 and then tier 3.
the reason i pointed T3 mats as an adequate choice is because if Hiram its expensive to upgrade there will be no reason to nerf it
