So after doing some testing today with this passive, I'd discovered that no part of it works.
I was unable to proc the 2% chance to trigger the Baleful Recharge buff, and fearing players did not result in giving me stacks of Exploitation. This passive is currently bugged and a waste of a skill point. Please look into this.
