cannot access selected mail to pay taxes

So I got my tax mail and go to pay my taxes but the server gives me a red error message saying "Cannot access selected mail". So now I have no way to pay my taxes because of this bug. I have 198 bound tax certificates and 51 crafted tax certificates with my taxes only being 15 at the moment. I do not see any reason for this bug and hope somebody has a solution because it is hard enough to find available land to put a house on, much less lose it every week because of a bug in the game. Any advice or solutions would be greatly appreciated.

It's not a bug. You can't pay taxes and keep land in Mistmerrow if you already have land somewhere else.
This zone is only for players with no land.
