Chapter 20, Quest 10

I've been looking for the Powerful Manuscript, which I am supposed to pick up on the first floor of the Lib forever. It just says "find it". Is the Manuscript at a special location or is it like a really rare loot drop?

Can Anyone help me out with this one?

It's on the floor in one of the hallways between rooms in bottom left; if A8 is the bottom left corner then the item is on the floor in the hallway between A7 and B7 (next to a chest).
