Looking for a regrading guide

Finally did a bit of regrading, just on some sails. And really enjoyed it! I haven't been able to find a guide for 2.9 on if there is a standard way to regrade weapons/armor. Like, when to use charms and rrsplendents. Is there a standard best method?

As far as I know most people only start using charms after celestial or not at all.

Resplendent scrolls simply move some of your success chance from success to double success.

2.9 and 3.0 chances are the same!

And the green and blue charms are totally worth getting, taking into consideration the regrade scroll price and the regrade cost.
