There are 6 heroes. Not 1.
Have an issue with the heroes you should take it up with the heroes who all decided to not apply for commander.
The usual trend for spread of heroes is 2-2-1-1.
- If one of those guilds is in the time zone opposite to siege, those heroes will never sign up for siege. It's not an issue to take up with them, they do things for their faction on their time zone so they would naturally get votes. Being hero is about being leader to your faction, after all. This situation most likely occurs with 2 of the 6 heroes.
- If one of those guilds is in the right time zone but is part of the more...PvE variety, well they might not be inclined to do siege in the first place. Doesn't really make sense since hero cloak would be essentially wasted on them, but big guild votes their own so at least one is gonna work out. This maybe occurs in 1 of the 6 heroes.
- Some people end up busy on various weekends, we can't force their RL schedule on a given day. You can't really gauge how many heroes this would affect as situations can vary week to week, sometimes 1 and sometimes more.
Mathematically that means a best case scenario there will be 0-3 heroes left to declare siege. Ignoring the bystander effect (where people will expect someone else to do it, resulting in no one doing it), if two are the same guild and decide to boycott a siege together, that screws everyone if the theoretical 3rd is absent-minded/forgets/randomly isn't online that day. You can't realistically expect people to just not vote in certain guilds as hero, because most guilds going for hero nowadays are large enough and influential enough to vote in 2 of their own reliably. What would you expect people to do when they "take it up with the heroes"? Give them a stern talking to? Oooooo online intimidation, bet that's been proven incredibly effective in the history of the internet, hasn't it?
