Where is the tree please?

These festival decoration packs state they are to decorate a tree, and you need 4 of them. I have 4 of them. I have been around to all the big christmas trees, you don't decorate them. I bought the tree pack with the tokens, can't decorate that tree.

Where/how do you use these decoration packs?
