No, the only country that they can legally have hosting the private server is France because of its copy write laws any where else and they risk shutting both servers down.

Legally, they cannot HOST in NA, it'll most likely still be France. Unless they enjoy getting cease and desist letters from Trion/XLGames.

Will they allow for character/account transfers for the new server? I understand at server release probably not the best idea, but in the future? For a lot of us players who've invested time and money, the use of an English auction house isn't exactly enough to want to restart to a new server.
