transfering account from RU to NA

hmm would it possible to transfer account from RU to NA with 3.5k - 4k gearscore bellow?
lets say i want to transfer this certain account with 1 character but all the items in its backpack and bank wouldnt be transfered, and all we get from transfering is the character and the equips it currently wear. please consider this...

IF, they already said they open transfer maybe in 8month + . And If they do, player will transfer their gold etc. to weaker NA Server.

I hope this never will happen.

Still, you can just buy some credits on there, get a 4k toon hella easy, transfer it over, sell the stuff on AH easy. Just play on NA if you want to. Not hard to get some decent gear atm.
