what level do i need to be to chop trees?

every time I attempt to chop trees it says my level is too low, this was not in the original from what I remember, I'm also currently level 12

In order to do any labor related tasks other than opening coin purses you must be level 52. This includes making tax certs so if you want land pre 52 you have to get some on the cash shop or AH.

They changed it to level 20 for the first week. Then it goes back to 52.
