Eastern Donkey Quest Not Appearing

I completed the scarecrow quest, got referred to Union Manager Isma, but then the quest just... I don't know, stopped. There doesn't appear to be any way to complete this quest-line, which as I understand it involves accepting a quest to run trade packs from Trade Manager Sahel. But he isn't offering any quests.

My level is 23, if that helps. Thanks in advance.

@MysticDaedra From what I know, in one part of this quest u need to be lv30 or higher to do it. perhaps that caused some restriction? try to do it again after u crossed lv30.
Otherwise, the officials will surely help you.
