Flower Beds working?

Can someone explain this? Neither of these flower beds do what I expect. why is one for watering and one have seeds, and aren't the seeds wrong?

In 3.0 there are now two types of flowerbeds. The one you have is the Empty Brick Flowerbed from the vocation store. As you saw, they can only plant the special seed from the community centers. They are for decoration purposes if planted in here. The one you are probably looking for is called Square Brick Flowerbed crafted at a regal handicraft desk.

I can't plant the seed from the community center though it's not in the list.

What? Your gif shows the seeds it needs in the dropdown box. Do you have it in your inventory?

OH I get what you are asking now. I am not sure if it is a bug or not but both the Korean and Trion version did not have Impatiens as one of the options. It doesn't make sense to me why only 5 of the 6 community center seeds would be listed. >_<
