No differance in cool down reduction

Just bought the new fisherman costume today, and was testing it out on my Moby Drake. I've got a epic Andelph fishing boat propellant equipped, which normally has a 30 sec cool down when i use the water cannon. testing it out with the costume, which should reduce it down -20%, there is no differance.
